Preamble

To protect its own national identity and integrity amidst diversity in the state of Assam, the land of various ethnic communities and multifa culture with secular, democratic and socialistic outlook, developing knowledge, science, technonolgy, art and culture and establishing a resourceful state of Assam within the Indian union ensuring political, social and cultural development and dignity of labour among men and women and a classless society free of any explotitation, emphasing well integrated agriculture and industrial development. The Asom Gana Parishad, a political party is formed and this constitution is adopted.

  4. Aims and Objective :
  5. a) To protect the sovereignty, unity and integrity of the country, with loyality to Indian Constitution and faith in secularism and democracy.

    b) To establish Assam as strong and powerful state with political equality, economic progress and social justice within the Indian union through decentralization of democracy by amending the Indian Constitution on the line of federal structure.

    c) To develop and establish a self sufficient economy of Assam through development of manpower and proper utilization of mineral forest and water resources and to enlarge industrial base and avenue of employment in the state.

    d) To recognize the Assamese society with understanding tolerance and brotherhood among the communities by removing the mistrust among the people that arises on the basis of caste, crteed, religion and languages etc.

    e) To ensure right of the people of Assam by politically organizing the people irrespective of caste, creed, religion, languages etc.

  6. Membership
  7. Member will be of two types,

    A) Primary member        B) Active members

    Any person willing to be member must apply apply to the president (Central Committee) in proper Performa paying Two Rupees as joining fees and three rupees( one rupees per year for three years as annual dues) totaling five rupees

    Primary member participating in the party for two consecutive years with sincerity and honesty will be considered for active membership as per regulations of the central committee and will be eligible to the elected to any office of the party.

    In addition to the above provisions, the highest apex Policy Making Committee may enroll any person considered to be eligible as active member provided he/she pays the joining fee of seven rupees and rupees three (one rupee per year for three years) as annual dues totaling rupees ten

    Membership is to be renewed after every three years and the renewal fee will be rupees two only and rupees three ( rupee one each for three years) as annual dues totaling rupees five only.

  8. Organizational Structure
  9. There will be four tier of organizational structure of the party

    Branch(Sakha):-

    Cades trial village under G.P.. Ward under town Committee and Municipal Board, below ward level, under Guwahati Municipal Corporation and below ZP, Constituency in autonomous council area

    There will be 10 branches in 10 cadestrial village under a G.P. area. However with the suggestion/recommendation of the executive committee of the branch of the , the President of the concerned regional(Anchalik) Comitee will have the power to alter the operational area of the branches. But the total number of the branch should not be less than 10.

    The President of the Guwahati city District Committee will have the authority to determine the number and operational area of the branches below the GMC Ward level with the suggestion of the Anchalik Committee formed within the the ward level. In the same way the the President of the District committee under autonomous council will have the authority to determine the number and operational area of the branches under the Anchalik Committee area with the suggestion of the concerned Anchalik Committee formed within the Z.P.

     

    Regional/ Anchalik:-

    At G.P., Town committee and municipal board level and ward level within G.M.C. One Regional Committee in each Z.P. constituency in autonomous council of Karbi Anglong, Dima Hasao and Hill Districts and BTAD area

    District:- At Civil administrative sub-division and G.M.C. level

    Central :- At state level.

    In addition to it four additional level will be formed in organizational structure through indirect election.

    Booth Committee :- One booth committee in each polling booth under a legislative assembly constituency.

    Block Committee :- One block committee in each development block level (not applicable in case of autonomous Z.P. area

    Constituency Committee :- One constituency covering one legislative assembly constituency area

    Zonal Committee :- At each L.S. constituency level

  10. Branch
  11. Formation of General Council/ House :-

    At least 50 members from the branch area will form the general house. Its term will be 3 years.

    First meeting of the general council ;- the first meeting of the general council will be convened by the secretary of the Anchalik Committee in Constitution with the President. The President of the Anchalik Committee will act as interim president and the executive Committee of the branch will be formed at the first sitting and charge will be entrusted to the newly elected president of the branch.

    Convening General Meeting :- One annual general meeting is to be convened at the end of every year. Special general meeting may also be convened if required .At the end of the term , general conference is to be convened . The secretary in consultation with the president will convene the meeting

    Notice of the Meeting :- Seven days notice for special general meeting ,10 days notice for annual general meeting and 15 days notice for general conference will be required

    Cho rum of the General Meeting :- one third of the member present will form the cho rum and decision will be made with majority voting . In case of tie , president will caste decisive vote

  14. Formation of Executive Committee Branch :-
  15. 1. Twenty one (21) member including the office bearers to be elected by the general house shall constitute the executive committee . one president ,2 vice president ,1 secretary ,1 assistant secretary, 13 executive members to be elected directly by the general house .Out of 16 executive members (elected 13, nominated 3 ) the newly elected president will nominate 4 secretaries to the office of

    (a) organization, (b) finance, (c) information and publicly and (d) office

    2. Adviser :- The outgoing president of the branch, and 2 member from amongst the general members shall be nominated by the president of the branch and it to be approved at the first sitting of the executive . The adviser will have voting power

    3. Convening Meeting :- The secretary will convene meeting in consultation with the president .At least 3 executive meetings are to be convened in a year .

    4. Notice of the Meeting :-At least 7 days notice is required

    5. Chorum :- One third members present will from chorum and decision will be made by majority voting .In case of tie ,the president will caste decisive vote

    6. Requisition of Meeting :- One third member may serve notice to the president for such a meeting if situation demands so. The president shall have to convene the meeting within 7 days from the receipt of such notice

  16. Duty and Responsibility of the executive committee of the branch
  17. Enrolment and renewal of membership as per directive of the control office.

    Execution of the proposal and decision of the general meeting of the branch.

    Execution of the order of the district , Anchalik committee and order from higher authorities.

    Implementation of the programmer of the party , consideration of the secretarial report , proposal , annual accounts and audit report and forward the same to the general house for approval .

  18. Duty and responsibility of office bearers :-
  19. Adviser :-to attend all meetings and provide necessary advice .

    President:-to preside all meetings of the branch, to act as head of the branch and spokesmen of it

    Vice president :-to perform the duty of the president in atrence of the president and will be responsible for the duties as assigned by the executive committee.

    Secretary :- to act as chief executive officer and to execute all resolutions and decisions of the branch and directives of the district and control committees and to act as one of the spokesmen at branch level .

    Assistant secretary :- to perform the duty of the assistant secretary in absence of the secretary and will be responsible for the duties as assigned by the executive committee.

    Organizing secretary :- to do organizational work in consultation with the president and secretary for strengthening the organizational base through direct relation with the people at grass root level.

    Finance secretary :- to make financial transaction and keep account of it and will be responsible for all accounts

    Information and publicity secretary :-to collect and preserve all the data and publicity . The principles , ideals and programmer of the party

    Office secretary :- to assistant secretary in office work and keep all records

  20. Audit of accounts :-
  21. The general meeting will appoint two auditors from amongst the general members ; accounts will be prepared and audited annually and audited accounts will be placed in annual general meeting and the general meeting is the last year of the term for necessary approval .

  22. Regional / Anchalik
  23. 1) Formation of general council /house :-

    Ten (10) members from each branch , elected by the branches in its general meeting shall form the general house for a term of 3 years

    The president and secretary of the branches under the Anchalik , all elected panchayat members representing the party ,elected ward members under municipal system representing the party under the regional area will be ex-officio members of the Anchalik .They will have voting power but cannot assume any office in the executive committee.

    2) Convening General Meeting :- One annual general meeting at the end of every year and general conference will be held at the end of the tenure . Special general meeting may also be convened if necessary. The secretary in consultation with the president will convene meetings

    3) Notice of the Meeting: - Seven days notice for special general meeting ,10 days notice for annual general meeting and 15 days notice for general conference will be required

    4) Cho rum of the General Meeting: - one third of the member present will form the cho rum and decision will be made with majority voting . In case of tie , president will caste decisive vote

    2. Adviser :- The outgoing president of the Anchalik , and 2 member from amongst the general members shall be nominated by the president of the Anchalik at it is to be approved at the first sitting of the executive . The adviser will have voting power.

    3. Convening Meeting :- At least 3 executive meetings will have to be convened in a year .The secretary in consultation with the president will convene the meetings .

    4. Notice of the Meeting :-Seven days notice is required to convene a meeting

    5. Chorum of the meeting :- One thirdof the members present shall from chorum . Decision will be made by majority voting and in case of tie ,the president will caste decisive vote

    6. Requisition of Meeting :-In case of emergent situation or members feel it urgent in the interest of the party one third of the total member may serve notice to the president for convening such a meeting and in such case the president must convene the meeting within 7 days from the receipt of notice .

    7. Bar of assuming office :- Executive members of the Anchalik committee shall not be eligible to assume any office of the branch committee

  28. Central Committee:-
  29. 1). To execute the resolutions and decisions of the general meeting and conference.

    2). To execute the directives of the district and central committees.

    3). To supervise the works of the branch committees and to advise.

    4). To implement the workplan of the party and to protest against antipeople activities that may arise in regional level.

    5). Consideration of the secretarial report and forward the same to the general house and conference for necessary approval.

  30. Duty and responsibility of office bearers :-
  31. 1). Adviser:- to attend all the meetings and to provide necessary advice.

    2). President:- to preside all the meetings, to act as head of the Anchalik Committee and spokesman at regional level.

    3). Vice-president:- In absence of president, the V.P. will be performing the duty of the president, and will be responsible for the duties as assigned by the executive committee.

    4). Secy.:- to act as Chief executive officer and to execute all the resolutions and decisions of the Anchalik committee and the directives of the block, constituency, district and central committees. The secy. Will act as one of the party spokesman at regional level.

    5). Asst. Secy.:- to perform the duty of the Secy. In absence of the secy. And will be responsible for the duties as assigned by the executive committee.

    6). Secy. Organization:- to do organizational work in consulation with the president and secy. For strengthening the organizational base at grassroots level through direct relation with the people.

    7). Secy. Finance:- to make financial transactions and keep accounts of it and will be responsible for all accounts.

    8). Secy. Information and publicity:- to collect and preserve all the data/information and publicize the principles,ideals and programmes of the party.

    9). Secy. Office:- to assist the secy. In office work and to preserve records and documents.

  32. Audit of Accounts:-
  33. The general meeting will appoint two auditors of general; accounts will be prepared and audited annually and the audited accounts will have to be placed in annual general meetings in the last year of the term for necessary approval.

  34. District
  35. 1) Formation of general council/house:- it will constitute as follows

    a) Ten (10) members from Anchalik under municipal board and 5 members from Anchalik’s of other area under civil administrative sub-division.

    b) President and secretaries of Anchalik committee under civil administrative sub-division.

    c) Elected members of Z.P., Presidents of G.P., members of A.P. and chairman and vice chairman of the municipal representing the party under civil administration sub-division.

    d) The party MP’s MLA’s under the civil administrative sub-division

    e) The central executive members and office bearers of the central committee under the civil administrative sub-division.

    f) President and secy from fullfledged sister organizations of the party and 2 representatives additionally elected from each sister organizations.

    2) Tenure:- Term of the House will be 3 years.

    3) Convening meeting:- One annual meeting at the end of every year, and general conference at the end of the tenure shall have to be convened. Special general meeting may also be convened if necessary. The secy. In consulation with the president will convene the meeting.

    4) Notice of the meeting :- Ten(10) days notice for special general meeting, 15 days notice for annual general meeting and 20 days notice for general conference is required.

    5) Chorum:- One third (1/3) members present will form the chorum; decision will be made by majority voting and in case of tie, the president will caste the decisive

  36. Duty and responsibility:-
  37. The duty and responsibility of general house will primarily be-

    1) To form executive committee.

    2) To elect one member representative to the general house of the centre from each legislative assembly constituency under the district.

    3) To elect 2 central executive members from district with three or more legislative assembly constituencies, and to elect 1 central executive from the district comprising less than 3 legislative assembly constituency. (In case a legislative assembly constituency spreads over in two or more districts, the constituency will be treated under the district where the major part of the constituency falls.

    4) To suggest the branch/anchalik/block/constituency/block committees for strengthening the organization, to solve administrative problems of these committees, to take measure or disciplinary issues, to super vise the workplans for solving the local problems of the branches, anchaliks,to create public opinion in favour of the party atr the grassroot level and to make strategy for it and to approve the workplans of the above.

    5) To make united effort for solving the problems of the public under the administrative sub-division, to observe the activities of the govt administrative machinery, to organize people against corruption and anti people activity and to make protest against it.

    6) To approve the annual accounts.

  38. Formation of District Executive Committee
  39. 1) Thirty nine(39) members including the office bearesrs elected by bthe general conference shall constitute the district executive committee. It will have 1 president, 3VP’s 2 secretaries, 3 asst. secretaries and 25 executive members elected directly by the district general council. Out of the elected 25 and nominated 5 totaling 30 members the newly elected president will nominate 4 secretaries, Organisation-1, finbance-1, information and publicity-1 and office-1. In doing so the president will have to consult V.P.’s, secy. and asst. secretaries. District Committee:-

    2) Ex-officio members:- Party MP,MLA of the concerned district and executive members of the central committee, president and secretaries of full fledged sister organizations and the elected members of ZP ns AP, chairman of municipal board representing the past within the concerned distriuct will be included as ex-officio members of the district executive. They have the right to vote but cannot assume any office in the executive.

    3) Ban of assuming office:- The president and secretaries of the Anchalik, the office bearers and executive members of the central executive will not be eligible to assume office in the district committee.

    4) Convening meeting:- At least 3 executive meetings will be have to be convened in a year. The secy. In consolation with the president will convene meeting.

    5) Notice of the meeting:- Ten(10) days notice is required to convene a meeting.

    6) Adviser:- The outgoing district president and secretaries (2) will be nominated as adviser. In addition to it president with with the approval of the first executive meeting can nominate two(2) advisers from amongst the members of the general house. The advisers will have voting power.

    7) Chorum:- One third (1/3) members present shall form the chorum; decision will be made by majority voting and in case of tie, the president will caste decisive vote.

    8) Requisition of meeting:- One third (1/3) members may serve notice to the president for a meeting if situation demands so. In such case the president shall have to convene the meeting within 7days from the receipt of such notice.

  40. Duty and responsibility of office bearers:-
  41. 1) President:- To preside over all the meetings of the district, to act as head of the district committee and party spokesman at district level.

    2) Vice-president:- To perform the duty of the president in absence of the president and will be responsible for the duties as assigned by the executive.

    3) Secy.:- To act as chief executive officer and head of the district office, and will execute all the resolution and decision of the district meetings and the directives of the central committee. Secy will act as one of the party spokesman at district level.

    4) Asst. Secy. :- to perform the duty of the secy. in absence of the secy. and will be responsible for the duties as assigned by the executive committee.

    5) Secy. Organization:- to do organizational work in consultation with the president and secy. And with the co-operation of the Anchalik committee.

    6) Secy. Finance :- to make financial transaction and keep accounts of it and will be responsible for all accounts.

    7) Secy. Information and publicity:- to collect and preserve all data/information and publicise the principles, ideals and programmes of the party.

    8) Secy. Office:- to assist the secy. In office works and preserve all records and documents of the office.

  42. Audit of Accounts:-
  43. The annual general meeting will appoint two auditions from amongst the general members; accounts will be prepared and audited annually and the audited accounts will have to be placed in annual general meeting and general conference for necessary approval.

  44. Central Committee:-
  45. 1. Formation of general council/house:-

    It will be constituted as detailed below

    One member representative from each legislative assembly elected by the district general conference.

    One/two central executive member elected by each district.

    President and secretary (2) from each district committee.

    Party MP and MLA’s

    The ex-presidents of the central committees.

    The presidents and secretaries of full-fledged committees of sister organizations.

    Four members nominated from committees of sister organizations.

    Five members to be nominated by the newly elected President of the central committee.

    2. Convening meeting of general council/house :-

    Our general meeting is to be convened annually. Special general meeting may also be convened if required. General conference shall have to be convened at the end of the tenure. It’s tenure will be of 3years. Its term may be extended by special general meeting under special circumstances. The General Secy with the permission of the president may convene all meetings.

    3. Notice of the meeting :-

    Fifteen (15) days notice for special general meeting, 20days notice for annual general meeting, and 30 days notice for general conference is required.

    4. Chorum :-

    One third (1/3) members present shall form the chorum. All the matters except the amendment of the constitution shall be decided by majority voting. In case of tie the president will caste additional or decisive vote.

    Duty and responsibility:-

    The duty and responsibility of central general house will primarily be-

    To form the executive committee

    To consider and approve the proposal for amendment of the constitution forwarded by the executive meeting.

    To consider and approve the proposals relating to policy making matters as forwarded by the executive meeting.

    To approve the annual accounts submitted by the executive committee.

  46. Formation of central executive meeting :-
  47. 1) Maximum of 110 members including the below mentioned office bearers elected by the general conference shall constitute the executive committee.

    One/two members elected by the general conference of each district 73
    Members directly elected by the central general conference 21
    Ex-president of the outgoing central Committee 1
    Leader of the legislative party 1
    Leader of the parliamentary unit 1
    Members nominated by the Central president on the recommendation of the Apex policy making committee from amongst the members of general council 5

    Ex-officio members:-

    Two members from full fledged state committees of sister organizations (President-1 +1 member of 4 members nominated to the central general of sister organizations) shall be ex-officio members of the central executive. Ex-officio members have voting power, but they cannot assume any office.

    Central office bearers:-

    The central general council shall elect directly the below mentioned office bearer and members:

    President 1
    Working President 1
    General Secretary 5
    Executive Secretary 21

    The party president in consultation with the working president and general secretaries shall nominate the below mentioned office bearers on the consideration of ability and experience and in the interest of proper representation of all regions and communities. These nominated members can be changed at any time in the interest of organization.

    Finance secretary 1
    Information and publicity secretary 1
    Office secretary 1

    Special invitee member:- the president can invite special invitee maximum 101 members to the central executive as special invitee, but they will have no voting power.

    Convening meeting:- At least 6 executive meetings must be convened in a year. The secretary with the permission of the president shall convene meetings

    Notice of the meeting: - Fifteen (15) days notice is required to convene a meeting.

    Quorum: - One-third members shall form the quorum. All matters will be settled by majority voting. In case of tie, the presidents will caste an additional/decisive vote.

    Requisition of meeting: -One-third members may serve notice to the president to convene a meeting if emergent situation arises and the president must convene such meeting within 15 days from the receipt of such notice.

  48. Duty, responsibility and power of office bearers:-
  49. President:- As constitutional, organizational and administrative head, the president shall preside all meetings at the centre. Authority in all matters shall be entrusted with the president and the president shall act as spokesperson of the party, the president can entrust duties to the office bearers and other members in the interest of the party. The president can take immediate action in case of activities detrimental to the interest of the party and of the state.

    Working president:- In absence of the president the working president shall perform all the duties of the president. The working president shall act as president in-charge if the president.

    Vice-president:- the president will assign duties of different nature to the vice-president in the interest of the party. One of the Vice-president as per order of the president will look after the news published in media and electronic media in the office and suggest the party.

    General Secretary:- To act as head of the central office as chief executive officer and implement all the proposals and decisions of the centre. General Secretary will be the spokesperson of the party; the president will distribute duties among the general secretaries. One general secretary will be entrusted with the administrative responsibility of the party in legal affairs. The two nominated general secretaries shall not be eligible to contest in Lok Shaba and assembly elections in the interest of the party.

    Secretaries:- The president in consultation with the working president and general secretaries will assign or allot to the secretaries for strengthening the organization of the party. Their services will be utilized for organizational work of sister organizations and different zones, districts, constituencies etc. the secretaries will perform allotted duties in consultation with the president an general secretaries

    Finance Secretary:- To make financial transactions and keep accounts and shall be responsible for all accounts.

    Information and publicity secretary:- To collect information and data and preserve it and to publicise the principles, ideals and work plan of the party.

    Office secretary: - To assist president and secretaries in office work, to take special interest on implementation of the resolutions and decisions of the central committee in addition to supervision of office work to keep all records and document in proper order.

  50. Bar on assuming office :-
  51. Office bearers including the president of the party shall have relinquish the office of the party if he/she assume the ministrial office. In the same way one must relinquish the office of the party if he/she assume the office of the mayor, dy. Mayor, Chairman and Vice-chairman of municipal board, Chairman of the town committee, Chairman/President of Z.P.. President of A.P. and President of G.P. If such a office bearer does not relinquish the post within one month of assuming other office, his/her party post will automatically be liquidated.

    Any office bearers and member of the central executive shall not be eligible for assuming office in branch, regional/anchalik and district committees.

  52. Audit of Accounts
  53. The annual general meeting will appoint 2 auditors from amongst the general members for audit of annual accounts of central committee; accounts will be prepared and audited annually and the audited accounts will have to be placed in annual general meeting and general conference for necessary approval.

  54. Highest (Apex) making Committee/Body :-
  55. This committee will be formed with 11(eleven) members. The party President shall be the president of the committee; the rest 10(ten)members will be directly elected by the first sitting of the central executive from amongst the central executive members in a democratic way.

    The president will appoint one convener from among the elected members of the committee.

    The primary duty and responsibility of the highest policy making body

    to take immediate actions in emergent situation.

    to determine the agenda items for general and executive meetings for its consideration.

    if any policy decision is taken by the highest policy making body, it is to be placed in the next executive meeting for approval.

    the highest policy making body may invite technical and other experts to its meeting if their service/advice is required for any matters to be placed in its meeting. But in presence of such person no other agenda will be transacted.

    Convening meeting: - The convener will convene meeting with prior approval of the party president.

    Chorum :- Chorum of the meeting shall be formed with 7 members presence. All matters will be decided by majority voting. In case of tie the president will caste one additional/decisive vote.

  56. Different Committee of the party and miscellaneous:-
  57. Planning Committee :- The president shall form the committee with one (1) president, (1)one convenor and maximum of (9)nine members to advice the party in economic,social,cultural development and growth on the basis of the party principles, aims and objects and principles of regionalism.

    Political Affairs Committee ;- The President shall form the committee on political affairs with one president, one convenor and maximum of (9) nine members fo keen observation on analysis of the daily political developments and advice. The party accordingly enabling the party to play immediate and active role on it.

    Parliamentary Affairs Committee :- The president shall form the committee with one president, one secretary and maximum of eleven members. The committee will advice on the issues of public interest and sensitive matters to be placed in Lok Sabha, Rajya Sabha and assembly by the elected members of parliament and assembly. The president will nominate, party members of Lok Sabha, Rajya Sabha and leader of state assembly and persons with knowledge of parliamentary affairs to this committee.

    Information and publicity Committee :- The president shall form afive members committee on information and publicity affairs. The committee will publish the party’s view point on issues of public interest and different problems through publicity media in a clear-cut way. The voce-president appointed as per clause 29(3) will head this sub-committee. The information and publicity Secy. Of the party shall act as Secy of this committee and the president shall nominate three experienced members to this committee. The committee will meet in the party head office on every day at 9 AM, to perform its duty.

    Party spokesman: - The president and general secretaries will act as chief spokesman of the party (clause 29 (1) (3), The president in consolation with general secretaries may appoint office bearers and members of the executive committee as spokesman of the party with a particular/special object. Such appointments will be effective for one year. There shall be no bar at reappointment of spokesman, but there shall be interval of minimum six months in between first and second appointment.

    Party’s Newspaper and Website :- The president with the approval of the highest policy making committee may appoint a senior and experienced members to act as editor of the party’s news paper. The newspaper shall make efforts to inspire public and the party worker, member and well wisher to the ideals of regionalism and accordingly the newspaper will be published regularly. Three president in consolation with the editor will form a five member editorial board.The president shall appoint an experienced party member as co-coordinator of Party Website and three ass. Co-ordinators will be appointed additionally (all party workers) and they will manage the website of the party.

    Think tank :- The president with the approval of the highest highest policy making committee shall form/constitute a “think tank’’ of the party comprising of persons with vast knowledge of land, people and resources of Assam, with dedication to the nation in the interest of all round development of the state and to direct the party in right direction at the time of any distress.The members of the ‘think tank’ will be selected that they are ready to give lifelong service to the ‘think tank’. The newly elected president may appoint new additional members to it at the end of thjree years as per rule. As far as practicable, the highest Policy making committee desires so, one V.P or general secy of the Central Committee shall act as convenor of the think tank

  58. Recognized branch/sister organization and Cell :-
  59. In order to strengthen the party organization by popularizing the party among the people irrespective of works the following sister-organisations will be formed by the party.

    a) ‘Asom Mahila Parishad’ covering the woman(woman wing of the party)

    b) ‘Asom Krishak Parishad’ covering the farmers and people dependent on agriculture (Agri-farmer wing of the party)

    c) ‘Shram Parishad,Asom’ to ensure the role of the party in trade union activity covering labour & employees (labour wing of the party)

    d) ‘Asom Yuva Parishad’ covering youth and students. (Youth wing of the party)

    The central executive committee will form various cells to prepare party principles on schedule caste and tribes, linguistic and religious minority, tea and ex-tea garden labour. There will be provision of representation from these cells to party organizations at different level and number of its representation will be determined by the president as per recommendation of the highest policy making committee.

    The central executive committee may adopt measures to popularize the ideals of regionalism through implementation of cultural programmers in order to preserve,expand and publish the multi colored culture of Assam.

    There shall be no separate constitution for the recognized sister organizations and the cells. The color of flags of these organizations shall be same as the color of the party flag. There shall be separate rules for these recognized branch organizations and these rules will be be incorporated as schedule in the party constitution, These rules will be finalized with approval of highest policy making body. Necessary rules for management of the cells will also be incorporated as schedule in the party constitution.

    The recognized branches of the party can enroll members of its own. The members in the branches for three years can join the AGP. For this the branch organizations will submit list of such members to concerned Anchalik/District committees and the Anchalik and District committee will enroll them as members. Such members will not have to pay join fee and their membership will be effective for next three years.

    The recognized branch organizations may submit proposals for amendment of its rules and such proposals will be incorporated with approval of the highest policy making body.

    The party president may give directions to the recognized branch organizations in the interest of the party and in the interest of the organization the executive committees of these organizations may be reconstituted.

  60. Party discipline:-
  61. 1) If any member acts against principles and ideals of the party, acts against principles and ideals of the party directions, or involve in activities that may damage the party image, or involve in corrupt practices or involve in anti party activities – show cause notice may be served, membership may be suspended and cancelled. There will be disciplinary sub-committee to advise the President in taking disciplinary actions after proper enquiry against the accused member.

    2) The disciplinary subcommittee will be formed at district and central level. Concerned district executive and central executive shall form five members disciplinary sub-committee. There will be one convenor of the subcommittee and its tenure will be one year.

    3) Any case of violation of discipline by member at branch, anchalik level will be forwarded to the president of the district committee and the president will forward the same to the district disciplinary sub-committees for suggestion after enquiry. The other case of violation will be forwarded to central level disciplinary sub-committee for suggestion. At both the level the president will take final disciplinary action on the recommendation of the sub-committee. However the disciplinary action is cancellation of membership, than-

    4) The district president will not issue order but send it to Central president for necessary approval. The central committee will place the matter central disciplinary sub-committee for review and considering the suggestion of the sub-committee the president will take final decision. The process is to be completed within 30days(in case of cancellation at district level)

    5) The central p[resident , before issuing order of cancellation of membership as per suggestion of central disciplinary sub-committee, will place the matter in highest policy making body for approval. (in case of cancellation at central level)

    6) The central president in the greater interest of the state may take immediate disciplinary action at all level if the activity of a member is considered to be detrimental to harm/loss to the party. Such actions will be informed to the next sitting of the highest policy making body.

    7) One can appeal to the Central president against the disciplinary action taken by the district-committee within a period of four weeks. The central president will issue final judgment on the issue as per recommendation of the central disciplinary Sub-committee within a period of four weeks from receipt of the appeal.

    8) The records of all disciplinary actions taken by the district committee must be sent to the convenor of the central disciplinary committee within seven days for record.

    9) A member under suspension period cannot assume any office of organization.

    10) Members with expulsion order may appeal the party for second time for reconsideration. Such appeal must reach the central president within 30 days from the issue of expulsion order. A ‘jury’ formed with the president and ex-presidents of the party will review the appeal, if the members of the ‘jury’ becomes less than three, than the highest policy making body will nominate members from the body considering the seniority. The decision of the jury will be considered final.

  62. Amendment of Constitution :-
  63. 1) If the need of ammendmnet of clause or provision, or subtraction or addition are felt, the highest policy making body must prepare draft and take opinion of all districts on the draft proposal.

    2) On receipt of the opinion of the district executives the highest policy making body, if felt necessary may change/alter the draft proposal on the basis of the opinion of the districts. After finalization of the amendment of the draft, it will be placed in central executive and with the recommendation of the executive it will be placed in central general council. The two third 2/3 members present in the meeting have the power to approve the amendment proposals.

  64. Framing rules :-
  65. The present of the party with approval of the highest policy making body shall frame the Rules of office management, discipline, code of conduct and other rules.

  66. Party election :-
  67. Rules of conducting election :

    1) A (3)( three member committee shall be formed by the executive committee at every level to conduct party election at each level. The members of the committee shall not be eligible to contest election . The election committee must complete the election process at Anchalik, district and central level (except branch level) in democratic way way before the dates of holding conferences in concerned level. Only the registered members of the party will be eligible to participate in the election

    2) · Election of Branch Committee :- The election of branch executive shall be held on the date of holding conference of the Branch.
    Election of Regional/Anchalik Committee :-The regional level election committee must declare the date of election at least (7) seven days before the date of conference of Anchalik. The willing candidate may submit nomination papers with signature of three proposers(general members representing at least two Gaon Sabha) on the first three days. The nomitation papers will be scrutnised by the election committee on the next day of submission of it. One day will will have to be allowed for withdrawal of nomination papers; The election if required must be completed at least one day before the date of conference
    · Election of district Committee :-The district level election committee must declare the date of election of district committee at least 10 days before the date of general conference. The willing candidates may submit nomination papers with signature of five(5) proposers on the first three days. The proposers must represent two assembly constituencies under the district (if there is two constituencies under the district). The election committee will make scruitiny of nomination papers as the next day of submission of it, one day will have to be completed at least (5) days before the date of general conference.
    · Election of central committee :-The central level election committee must declare the date of election of central committee at least fifteen (15) days before the date of general conference. The willing candidates may submit nomination papers with signatures of ten(10) proposers (general members representating at least three (3) districts) on the first three(3) days. The election committee will make scrutiny of nomination papers on the next day of submission of it. One day will have to be allowed for withdrawal of nomination papers; The election if required must be completed at least seven (7) days before the date of general conference.

    3) The detail notice, stating the dates of issue of submission, scrutiny and withdrawal of nomination papers and date of election will be served centrally at all levels and the election committee of each level shall have to conduct the election in a democratic way as per the rule of constitution.

    4) If there is more than one candidates for a post after the date of withdrawal of nomination papers, the election shall be held. In such case central level election will be held at central office, election of district and anchalik level will be held at concerned offices, Election can be conducted in a pre-determined suitable place where there is no permanent office.

    5) If any discripencies noticed in the election, the written complaint must be submitted to election observer of concerned level immediately for its solution and in case of dissatisfaction –

    The complaint may be placed before the district election committee in case of discripencies in branch district and central level election and the decision of the central election committee shall be final and binding.

  68. Booth Committee, Block Committee, Constituency Committee and zonal Committee :
  69. Booth committee : A booth committee with at least eleven (11) members will be formed at polling booth level under assembly constitutency. The president of the concerned branch and Anchalik Commitees. There shall be one president and one secy. The executive members of the concerned branch and Anchalik committee. There shall be one president and one secy. The executive members of the concerned branch and Anchalik committees, whose names are found in the voter’s list of the concerned polling booth, shall have to be nominated to the booth committee.The booth committee will keep close relations with the voters, make strategy for strengthening the party base with co-operatio of the concerned branch and anchalik committees prior to the holding of elections. The constituency committee will have to form the committees, atleast six(6) months before the date of elections.

    Block Committee :- A block committee will be formed covering each development block of the state where the panchayati raj system exists. If there is only one development block under a assembly constituency then the block committee will be comprising of presidents and secretaries of the anchalik committees and two members from each of the anchalik. The president of the district committee will nominate one president and one secy from among the secretaries of anchalik committees cannot be nominated to the posts.The district executive members, the elected members of G.P. and A.P. representing the party under the block area will be the ex-officio members of the committee. The tenure of the committee will be three(3) years. The block committee will play active role in protesting against irregularity, corruption in implementation of development programmes at block level, organize the people to stand against the politicalisation of development works and anti-people activity of the govt

    Constituency committee :- One Constituency committee shall be formed in each assembly constituency. The presidents and secretaries of block committees, the president and secretaries of the anchalik committees under the assembly constituency and one member nominated by the executive committees of each anchalik shall be the members shall be the members of this committee. The president of the district committee with approval of the central President shall nominate one president and one secy. From among the members of the committee. The presidents and secretaries of the block and anchalik committees cannot be nominated for these posts.The district executive members representing the constituency, the central executive, office bearers and member representing the constituency and the member to the general house of the central committee representing the constituency shall be ex-officio members of this committee. The constituency committee shall have to be formed at least ahead of the elections. The main function of the committee will be to strengthen the organizational base of the party and to make strategy for win of the party candidates in the elections.

    Zonal committee :- Fourteen (14) zonal committees at L.S. constituency level shall be formed. The presidents and secretaries of the districts and constitueny committees under the zone will be the members of the committee. The president of the central committee will entrust special responsibility of organization at zonal level to a central level senior member. The meetings of the zonal committee shall be convened at a interval of three (3) months and the central observer (central level member with responsibility of organization at zone) shall preside over the meetings and submit detail report on it to the central President. This report will highlight the organizational picture of the zone, the recommendations/suggestions of the head of the district and constituency committees to the central leader so as to enable the president to take appropriate measures to keep the organisation in proper frm.

  70. Chorum :-
  71. 1. One third 1/3member present shall form the chorum of the meetings at all level.

    2. Chorum is not required for a postponed meeting.
